Add AC First time register functionality #171

This adds ac_first time register functionality, which is pretty much a clone of ac_charge.

This includes the topics lxp/cmd/$datalog/set/ac_charge/$x, lxp/cmd/$datalog/read/ac_charge/$x, and exposing these to Home Assistant via the autoconfiguration packets.
