DoH Server #1603

It would be nice if like dnscrypt-proxy this could listen for DoH requests e.g. on https://127.0.0.1:3000 so that this address could be used in Firefox/Chrome secure DNS settings to enable ECH.

@ignoramous this actually doesn't require root since it's not for plain DNS.

I use port 3000 in Firefox/Chrome.
