Image import functionality #32

Image import and overlay We had a discussion about the feasibility of the user being able to import a png image, draw on it with the BARC toolkit and then add that to their report. It might be the case they want to draw/annotate on data that won’t load natively into FOREST such as tephigrams. This isn’t in the proposal but might be an easy thing to include?

Don't think this will get included. I will add this to the things we would have like to have done in the final report.
