Create basic User documentation #35

Create at least a basic set of user documentation for the icons included in the UI. This should be uploaded to the read the docs site and linked to from the UI help icon.

This is now in progress and I have documented the annotation toolbox. In this i have documented how to use all the navigation and drawing tools.

nearly all feature of the toolbar have user documentation, and the read the docs, site is easy to update via git.
