add data level to use subset of directories #4

All directories are checked currently. But in special circumstances, only a subset of them should be used. For example, forecast task is rerun for some reason, but data generated by previous forecast run are still in the archive directory. So data client may get a wrong data file if new forecast run doesn't generate data file of some forecast hour.

A field should be added to allow users to choose which directories should be checked.
