[Feature-Request] Create a issue-reporter mask within cemu #1053

A "Report an Issue" mask on the top bar would greatly help people who are not familiar with github and who do have issiues regarding Cemu that are not covered by the faq

Streamlining bug reporting has the downside of causing a lot of low-effort or erroneous reports. So I am against this. It's not like we lack bug reports anyways
