nsyshid: Libusb SetProtocol and SetReport #1243

Round 2 of me attempting to implement the SetProtocol and SetReport methods for libusb. Will need user testing on linux for the Skylanders games, and some testing to confirm I haven't broken anything for Lego Dimensions also.
