We dealt with this for the running app for congressional districts, but not for SLDL/SLDU. Also, since people are apparently using these scripts directly, we should fix them.

Of course, for the next release, all summary levels will use TIGER2013, but that's still a few months away.

I ran this over the weekend. Staging and production should be updated. I asked the person from the WI legislature who reported the issue to verify. I also downloaded an ACS2012 map for WI assembly districts and verified that they are using the new maps. Opening #7 for updating our data dumps.
