Add/enable wiki for external contributions & documented workflow process for contributing to the Adversary Emulation Library.

I.e. In the PR also update the Validate GitHub Workflow. https://github.com/center-for-threat-informed-defense/adversary_emulation_library/blob/master/.github/workflows/validate.yml
