Resolve discrepencies on project branch #332

The project-orion refactor has a few errors:

filenames inconsistently using either dot notation or hyphens (e.g., groups-repository.js vs groups.repository.js)
two copies of same repository committed
a few repository classes are incorrectly implemented (i.e., unnecessary constructor and improper use of dependency injection)
- tactics repository
- techniques repository

Just creating a quick issue + PR to clean these bits up.
