Mapex 106 build attack tactic pages #36

Create base tactic pages that list the techniques associated with those tactics
Link to those pages from matrix view
Parse techniques and subtechniques

@allisonrobbins I think the build failure is due to some of the file sizes getting quite large:

It seems like there is a bug in the way subtechniques are populated. E.g. /attack/attack-10.0/domain-Enterprise/T1499/ is showing 1023 subtechniques:

I'm guessing this bug is causing inflated file sizes, which in turn causes the static site encryption to fail.

And with every version it's adding more data. E.g. when I check the same technique for ATT&CK 12.0, I get 3263 subtechniques:
