What changed

navigator layers created for matrices
navigator download button only shows on matrices that have mappings
Known limitations
only shows rev5 mappings for nist 800-53, so there isn't duplication - note that the code for this is hardcoded

The navigator link occupies a lot of the vertical space and pushes that matrix below the fold. Can you move it to the right of the screen?
