Offer the option to alter existing datapackage.json #5

If a datapackage.json file exists, ask the user if they would like to use it as a base and go through each property.

It should simply load the existing values and use them as defaults, with the same usual prompts.

Could this issue be resolved and merged into #6 in the proper part? We could also change #6 and add more details like goals to achieve in each item.
