[Resources Status] Set downtime on services attached to host, wrong default #10048

Hi,

This follows #8705 and #9235 by @Thebarda.

In the Resources Status page, setting a downtime, the "Set downtime on services attached to host" option does not take its proper default value. It's always ticked, whereas it should take the value from : Administration > Parameters > Monitoring > Default downtime settings.

Same thing for the "Fixed" option.
