I confirm this bug still exists in Centreon 19.04.20 (centreon-pp-manager 19.04.2-2).
With ACL at "read-only" the user is still able to install/uninstall plugin packs. With ACL at "no access", then the menu is hidden.
If read-only access to the plugin pack manager isn’t possible, it shouldn’t be proposed as an option in ACL settings.

The "Menu Access" for ACL doesn't allows to give write mode, only access or not:

In the ACL menu, in Configuration/Plugin packs : Manager has no effect and the access to the pp documentation shouldn't be refused.
The manager's line should be deleted and maybe the documentation's too.
