Stop writing lock files #75

We should remove any reference to the old mechanism in storage.py, too.

This should not be written anymore. Still need to update config/storage.py

Lock files are not written anymore. The underlying infrastructure is still used by some scripts (e.g., pilot/e3stat.py) and therefore it's not worth removing.
