LVL and in app purchasing do not work on our google account, but using the same
build it will work on another developers account. When set to not_licensed, the
game levels are still playable. One the other developers account they correctly
show as unavailable, and an error message pops up.
What steps will reproduce the problem?
We need support for our google account to see if there is something wrong with
it. If we launch the game will it work, is it only in the test environment this
could be screwing up?
What is the expected output? What do you see instead?
we expect the LVL and in app purchasing to work on our account, as it works on

What version of the product are you using? On what operating system?
we have tried this on various devices, Xperia Play, Galaxy Tab to name a
couple. it is not working on any using our account.
Please provide any additional information below.
