LVL not working for a user on his second device Galaxy Tab 10.1 #55

What steps will reproduce the problem?
1. Install an app licensed with LVL on a Samsung Galaxy SII. User buys the app 
via Google Play.
2. Install the same app from the Google Play using the same google account on a 
tablet Samsung Galaxy 10.1
3. The LVL is working on the Samsung Galaxy SII but not on the tablet Samsung 
Galaxy 10.1. On the tablet the message "you don't have a license" is shown and 
the user is forwarded to the Google Play app.

What is the expected output? What do you see instead?
It's expected the LVL of paid app to be working on all user devices using the 
same google account. What the user sees is the app not working on his second 
device Galaxy Tab 10.1 but working on his first device Galaxy SII.

What version of the product are you using? On what operating system?
Google Play 3.2.9 on both devices.
Samsung Galaxy SII (Android 2.3.4), Samsung Galaxy Tab 10.1 (Android 4)
