The Licensing reference doc 
(http://developer.android.com/google/play/licensing/licensing-reference.html) 
states the NOT_LICENSED responses are not signed, but they actually are. The 
LVL implementation handles NOT_LICENSED responsed correctly and verifies the 
signature.
