3.0 for the spec? #70

Heyo - about a year ago we've settled on a flexible syntax for adding metadata to clues in xd-crossword-tools which looks like:

A1. Gardener's concerns with A2 and D4. ~ BULB
A1 ^Hint: Turned on to illuminate a room.
A1 ^Refs: A2 D4

I figured it might be worth bringing it upstream, though it obviously requires parser updates as the clue section now needs to determine whether it has a clue or metadata.

( We're probably always going to be spec-breaking to some extent (for split characters in answer text and comments) but at least this gets us in the same space as the spec )
