Map projection (1.6) in ST PFS #1

A map projection (1.6) is required in all PFS except for ST, is this intentional? Can this be aligned?

Issue found during Matthias' work on the STAC extensions.

At LSI-VC-15 we need to decide whether it is appropriate to simply take 1.6 from the SR PFS and use that for the ST PFS. This will make the two consistent. Unless there is a specific reason this is a Goal requirement for ST, rather than Threshold.
