Move PFS to a separate document (normative)
Have a document per PFS that links to the Editor's Draft, Latest Released Version, old versions (non-normative)
Remove the binary files as they are already hosted at https://ceos.org/ard/files/PFS/

(GitHub shows it weirdly, but there are no changes to the PFS documents, it's just renamed.)
