Renaming Chapter Titles and Streamlining Requirement Wording #40

There was a suggestion at the June 24, 2024 Ocean Reflectance PFS call that all of the CEOS-ARD PFS sections describe metadata requirements, and so the sections should be renamed as follows:

General Metadata Per-Pixel Metadata Radiometric and Atmospheric Correction Metadata Geometric Correction Metadata

A follow-on suggestion was to 'clean up' and condense all of the requirement fields to remove the (now redundant) "the metadata includes...." statements.
