Brightness Temperature (2.15) in NLSR – average value or a per-pixel value? #5

Brightness Temperature (2.15) in NLSR asks to "provide brightness temperature from thermal bands", but it is not 100% clear to me whether that's meant to be an average value or a per-pixel value for threshold.

Need to put this question to NLSR leads regarding their intentions.
