Overall Data Quality (1.17) in the AR PFS requires a cloud cover ratio, the other PFS don’t.
Matt will propose this be dropped from the AR PFS, since there is no specificity about the scope (does this apply to a scene/file/other).
Per-pixel cloud cover is covered in section 2 already anyway.
Matt will transfer this comment to the AR PFS that has gone to OCR-VC and IOCCG for review.
