fedora-20 doesn't start OSDs #137

When trying to add fedora-20 to the test kitchen, besides failing #135, it doesn't install the udev hooks to run ceph-disk-activate automatically. This may be because it is installing ceph-0.81.0 from the Fedora repos instead of the specified version from the Ceph repos.
