We do not need to run the ceph-mgr role multiple times. The command that enables the module only need to be run on one of the machines, choosing first as it is the easiest.

@b-ranto Are you positive that it doesn't need to be run on the active mgr?
Yes, you can even run the ceph mgr module enable command on a monitor node (or any node that is able to authenticate for that matter).
ceph mgr module enable
