include rules for ceph-deploy repos #251

This updates the rules so that ceph-deploy packages can go to their supported ceph versions

Anything in master should go into Luminous and newer, while older ones should use the 1.5 branch

1.5 repos for ceph-deploy got built today:

https://chacra.ceph.com/binaries/ceph-deploy/1.5/

So this is good to be merged and deployed right away on the prod chacra instance
