Comet config

Time to do the right thing and separate comet config from sdk config.

Chains use different versions of comet in combination with cosmos-sdk, and some chains don't even use cosmos-sdk at all.

This PR accomplishes the following:

• identify the current versions of cometbft in use
• generate templates for all of them based on the latest released version so that it includes all the fields
• standardize the location in consul of parameters like mempool.size
