Jeremy's (ceramic's creator) Tilemap explanation, might help some:

A Tilemap is a Visual that displays a TilemapData object
A Tilemap object will create as many TilemapLayer instances as there are layers (TilemapLayerData objects) in the TilemapData object
That is, a TilemapData object describes its layers with an array of TilemapLayerData objects
