Bump dependencies and packages versions #145

Main dependencies changes:

@ipld/dag-cbor from v7 to v9
did-resolver from v3 to v4 (affects Jest snapshots)
multiformats from v9 to v11 (affects Jest snapshots)
uint8arrays from v3 to v4

Also bumped Jest to v29 without any necessary change, Ceramic dependencies and other build-related ones (TS, Docusaurus...).

All packages should have their version updated to the next "breaking" (major or minor for 0.x) semver version.
