qc3C docker and singularity #23

The Docker image does not appear work with Singularity on Ubuntu.

This needs to be investigated.

In testing, this seems related to the version of Singularity.

Using the default 2.4.2 that comes with Ubuntu 18.04, the error messages occur. However, using the latest release (3.2.0-1) no errors occur and the image appears fine.
