Normal user can't add encryption key - Bug report #134

I could not reproduce that issue. Could you provide me the steps taken when you tried it? In commit c148b0993a7329bb2b6cdc68ad3413113960c069 I changed the ACL so that only org-admins are allowed to add/edit encryption keys. Let me know if that bit helped!
