Added an nginx config for cerebrate

Updated INSTALL.md to add steps for using nginx instead of apache
also added php-curl as it makes the composer install a little faster and composer complains if its not installed
Highlighted where apache and nginx differ in the install.md
Left ssl lines commented out for if user wishes to use ssl in their config for nginx
renamed the cerebrate_dev.conf to cerebrate_apache_dev.conf
