BUG: broken publish action #315

It looks like the new github action that should publish a new version of icclim on pypi is broken. It is triggered as expected when creating a release on github but it fails with 


Tag "v7.0.0" is not allowed to deploy to release due to environment protection rules.

To investigate.

Regarding the 7.0.0 release, I will do it manually and fix the CI in the future.
