prepare schemas for institution cleanup

we want to simplify the institution database, getting rid of the deep hierarchy in most cases. This requires changes to the schema:

• in hep, add subinstitutions string array field in affiliations object to put the information of the subinstitutions that were originally assigned to the record
• in institutions, add an obsolete_ICNs string array to hold the ICNs of the institution records that are going to be represented by the current institution in the future
• add a flag to institutions that have been converted to the new scheme (naming TBD)

I guess this should be in the record schema as well? Wouldn't be enough to check if obsolete_ICNs is present or not to determine if the institution has been migrated?

Update: this is not urgent, we can postpone this until we want to start migrating Literature to the new scheme
