We have to understand why this is happening. Also, we can add it here: https://github.com/inspirehep/inspire-next/blob/eb5b95c5061e44aa02380aa772a3a3e33d1e825f/inspirehep/modules/workflows/tasks/arxiv.py#L140-L141 the timeout and ignore time out in order the workflow to continue to the next step.
