in progress SNow tickets disappear from record editor #421

Mathieu reports that tickets that he self-assigned disppear from the record editor ticket view. The likely culprit is https://github.com/inspirehep/inspirehep/blob/37d71d4015cbcca77f519122554b2e77da8f48c1/backend/inspirehep/snow/api.py#L405-L407 which doesn't include the in progress state in the filter.

TECH NOTES

  1. Add ^ORu_current_task_state='in progress' to the filter mentioned in bug description.
