stale merge workflows get stuck when restarting #430

Kirsten reports in https://inspirehep.zulipchat.com/#narrow/stream/195298-experts/topic/merge.20conflict/near/410847019 that (some?) merge workflows get stuck and display HALTED on Forces the workflow to continue from its first step. in the holdingpen UI.

After investigating for https://inspirehep.net/api/holdingpen/6605667, it seems from the history that the workflow gets stuck in go_to_first_step which is supposed to restart the workflow in case the record has been modified in the meantime (in order not to overwrite other potentially curated metadata with those from the merge results). However, it doesn't seem to have restarted properly.

@michamos We need to have an example with the issue otherwise is hard to replicate and understand exactly.
