Implement Alerts for Celery Task Failures in Production with errbot

Set up an alert system for important Celery tasks that notifies us in case of failures. The alerts should contain relevant details and be posted to the inspire-prod-tasks topic on Zulip. This feature should only be enabled in the production environment.

For each failed Celery task, the alert should include:

• Task name
• Affected record(s)
• Error message

Celery Tasks to Monitor:

• [ ] Record index
• [ ] Redirect references
• [ ] Orcid push
• [ ] Match referneces
