migration: create reporting that monitors harvesting and updates #323

Now that the new system is close to final, we should monitor the harvesting and the creates/updates in the new repo

We should check:

[x] records added (daily) - with DOI | links | files
[x] records updated (daily) - with DOI | links | new files
[x] compare DOIs between legacy/new
[x] compare countries
[ ] monitor creation of new countries
