ui: collections - add create button in the collection page #2873

We should have a more prominent "create" button on the individual collection pages

Should only show up, if user has "create" permission

Hi! This is actually not needed anymore after https://github.com/cernanalysispreservation/analysispreservation.cern.ch/pull/2874, forgot to close it, sorry
