when user's could not be created, executing the test does not make a lot of sense anymore :wink:

Change error_check to fatal_check
Check for test user all the time, because it is used all the time: https://github.com/owncloud/smashbox/commit/454582ebcda383b1d1dff6f53f26eabd0b499865
