Chef 11 update #4

Update to work with Chef 11.x.x

Updated dependency on chef
Updated client saving
Added require statement for cookbook upload
Changed user download and upload to use new class.

Everything looks good otherwise. Just probably need to add an update to the README explaining 1.X is Chef 10 supported and 2.X is Chef 11 but I can do that after the pull.

Tested this out myself, everything seems to work as I would expect it. So i'll merge this, remove the client functionality for now, update the README and probably put out a release.
