Data Policies on the Data Portal #515

We would like to make the data policies a citable object in the portal. In order to do that we could set up records for the four data policies and assign a DOI to them. Would that be OK for everyone? @samerio @katilp @fsocher @mgheata @tiborsimko ?

We could create a new collection indeed ("Open Data Policies"?) and gather there all policy papers regardless of experiment. However, generally speaking, it would be good to keep the number of collections low, not to create a jungle... so let's consider some alternatives.

One possible alternative would be to attach data policy papers in existing "CMS Open Data Instructions", "ATLAS Open Data Instructions", etc collections. (In this way they would also be browsable within experiment space too.) However, policies are not instructions sensu stricto, so we would perhaps need to find a more appropriate name...

I guess I'd prefer the former.

I would prefer to have them in one collection called "Open Data Policies". I don't think they fit any other collection at the moment, so creating this one seems to make more sense to me than creating one per experiment. Maybe they can be moved at some point in the future when we have experiment specific collections they would fit in.
