CNCF Graduation: Add the governance and steering documents #1

Based on a lazy consensus deliberation that started on 21 Aug 2023 and ended on 12 Sept 2023 23:59 UTC and that was advertized to the maintainers in this Slack message, the maintainers are accepting the contents of the new GOVERNANCE.md, STEERING.md, MAINTAINERS.md, and maintainers.csv files shown in https://github.com/cert-manager/cert-manager/pull/6260.

As announced on Slack, I have created a new repository called "community" to hold the governance and steering committee information as well as the membership GitHub issues and PRs.

This PR contains the exact contents of https://github.com/cert-manager/cert-manager/pull/6260.
