Add go module and replace oci-image with oci-build and oci-publish #291

adds govulncheck CI job
adds golangci-lint verify check
uses new oci-build and oci-publish modules

NOTE for reviewer: the linters and linters-settings sections in the .golangci.yaml file are generated by the go Makefile module
