Removes 1.25 as a Kubernetes target for cert-manager versions 1.8 and 1.9 #103

cert-manager versions 1.8 and 1.9 are not targeted for support for Kubernetes v1.25. Given that we are going to release a new cert-manager version soon with support for v1.25, I don't think it makes sense to be running periodic tests for it- especially when we will need to at least backport a kind version bump PR.
