These are draft release notes for cert-manager 1.14, which I have created while releasing the first pre-release: v1.14.0-alpha.0.

These are being merged into the release-next branch, so that users who want to try the pre-releases, can choose the "Next Release" option in the documentation version checker and easily test the release by following see the installation instructions, upgrade instructions and release notes.
