[patch] Parameter to shift the circle was added to Navier-Stokes examples #76

In the mesh files for the examples ns-timedep, ns-timedep-adapt
and newton-ns-timedep there was a parameter EPS that could shift
certain mesh vertex and induce mesh nonsymmetry. I changed it in
such a way that the parameter EPS now shifts the circular obstacle
in the vertical direction, inducing nonsymmetry to the problem 
itself.
